Selection of PBDT 2015 Prospective Candidate of Asahan Regency

Integrated Database Update 2015 (PBDT 2015) is a national activity for improving data on the characteristics of Integrated Database (BDT) households. BDT is the result of Data Collection of Social Protection Program (PPLS) 2011 and other data sources managed by the National Team for Acceleration of Poverty Alleviation (TNP2K) from 2012-2014, for example replacement household Social Security Card (PPPS) beneficiaries of village / kelurahan consultation (musdes / Muskel).

Similar activities have been carried out by BPS three times under different names, namely 2005 Socioeconomic Data Collection (PSE 2005), Social Protection Program Data Collection (PPLS) 2008 and PPLS 2011. The data is used to compile target households receiving BLT (Direct Assistance Cash Flow), Direct Community subsidy (BLSM), Family Hope Program (PKH), Rice Distribution Program for the Poor (Raskin), Prosperous Family Safe Program 2015, Smart Indonesia Program, Healthy Indonesia Program, Contribution Receiver (PBI) 2014- 2015, and so on.

The mechanism of implementation of the 2015 CBDT is different from the previous three activities, namely the involvement of the community through the Public Consultation Forum (FKP). FKP is a discussion forum between local and community leaders at the village / kelurahan level that aims to identify households in BDT guided by a facilitator and assistant facilitator. This FKP activity was conducted before the complete data collection of households.

The facilitator is the officer who will facilitate the meeting of community leaders in the public consultation forum (FKP). The facilitator works for 1 month with task loads in each village / kel in each kecamatan. Recruitment of FKP officers is held on 14-24 April 2015, with qualification of facilitator as follows:
A. Facilitators are recruited from partners and preferably PNPM assistants.

B. Having the ability to communicate with the public based on experience has led group discussions, especially with the community

C. Expected people who know and known to the public in its working area.

D. Preferably educated undergraduate degree S-1

E. Willing to carry out the task for 1 (one) full month as facilitator to finish in the duty area, with contract work for 1 (one) month

F. Willing to follow rules and guidelines in performing the task
Prior to the implementation of the agenda of the Public Consultation Forum (FKP), the first candidates of the facilitators were held briefings in the form of explanations related to FKP and selection of the facilitator candidates. It is intended to measure the ability and leadership of the facilitator candidate.

In Kabupaten Asahan the number of candidates for facilitators is 25 people. The 25 potential facilitators will participate in the Briefing and Selection held on May 11, 2015 at BPS office of Asahan District. For a briefing led directly by Head of BPS Kab Asahan, Ir. TUTI HIDAYATI, M.Si. In his speech he delivered matters related to the implementation of FKP and matters relating to the administration. After the briefing then proceed with the questionnaires that should be filled by the facilitator and the last event is the interview and the group discussion among the candidate facilitators led by the Selection Team from BPS Kab Asahan which consists of the Heads / Sub-Heads who are accompanied by the Staff / CWC.

From the 25 candidates, 2 people were declared not graduated ie 1 person with reason considered less able to lead the discussion and 1 more resigned because still bound by contract with jabtannya as the facilitator of Program Keluarga Keluarga Harapan (PKH). The two non-graduates were coordinated back to the sub-district to immediately find a replacement for a candidate who did not graduate. The 2 substitute candidates were also tested for selection and interviews and after we selected the 2 candidates were passed.

In addition to the Facilitator who will later facilitate FKP activities, the facilitator will be accompanied by a Facilitator Asisit. The Facilitator's Assistant comes from organic BPS. In Kabupaten Asahan, the number of assistant facilitators as many as 25 facilitators. The Facilitator's Assistant has many roles in administration in the implementation of FKP.
